In a large pot, simmer the beef in water until tender, skimming any foam from the surface.
Remove the beef, slice it, and reserve the broth.
In a pan, cook onion and carrot in oil until softened, then add grated beetroot and tomato paste.
Add a little broth and cook the beet mixture for 10 minutes.
Return the broth to a simmer and add potatoes and cabbage.
Add the beet mixture and beef back to the pot and cook until all vegetables are tender.
Season with salt, pepper, and garlic, then serve with dill and sour cream if desired.
